This is a promising open source version of the Maxis SimCity series of games but in a 3D environment.

As is typical with this type of game OpenCity has 3 types of building areas, residential, commercial and industrial. 

Development seems active but slow. However if you have any artistic flair and want to get involved with this project then contact the developer and see if you can contribute in any way.
