Photoscape is a great free and lightweight photo editing application. The program itself is avilable for Windows and is only 15MB so shouldn't take long to download on any broadband connection.

There are many great features to be found in Photoscape that it really makes photo editing quite fun instead of laborious. Even colour correction and white balancing is a breeze. There is a handy backlight function which can lighten up dark images without causing much noise to appear and a sharpen tool.

Amongst the other features are various types of borders including adding a vignette to give your photos a bit more class. Borders range from arty to fun like filmstrip to  christmas borders  which are available in a simple drop down list.
